The Missouri Democratic Party has been using and still to this day is 
paying for staff and its state director May Scheve Reardon, Chair to 
maintain the State Democrat Website www.missouridems.org.   The 
website shows Governor Bob Holden at the top next to a picture of 
Harry Truman.  Please find the enclosed exhibit of the website as of 
11/08/2003 which shows November 5, 2003: Holden gains more support: 
Eagleton, Hearnes endorsement (Kansas City Star). 

Nowhere on the site does it say that Claire C. McCaskill has 
announced she is running for the Democratic Nomination in August of 
2004 for Governor.  The main question is who owns the Democratic 
Party and why are people giving money to it at this time.  The courts 
in the past have ruled that the people own the party.  People are 
giving money now to support the ideals of the party not to support 
certain candidates. 

It is clear that the Bob Holden and Richard Gephardt people want all 
contributions to flow to their campaigns and that is whey they have 
tried to squash any primary in Missouri.  This rises clear to the 
White House doorstep and is contrary to the reasons of promoting 
Democracy of the people of the world. 

The Missouri Ethics Commission should start an immediate AUDIT to 
reveal that funds are being sifened off to pay for campaign efforts 
including e-mails asking people to travel to Iowa to campaign for 
Richard Gephardt. 

It would be reasonable that after the Primary the party would back 
the winner.  Before that time the law is being violated.



The Missouri Ethics Commission should do its job and ask for Judicial 
i.e. a Court Order Freezing Banks and Financial accounts for the 
State Democrat Party until the legality of using the official State 
Party to promote certain candidates is determined.  Not only is it 
likely violating actual Missouri laws which the legislature has put 
the Missouri Ethics Commission in charge of enforcing it violates the 
charter of the State Party under section 10.01- Functions and 
Services of the State Democrat Committee (3) Financial Assistance---
The DSC may make monetary contributions to Democrats not involved in 
primary contest.

In this case the monies are being spent by the party to support 
Richard Gephardt for President and Bob Holden for Governor.  The 
Missouri Ethics Commission has a responsibility to all the People of 
Missouri to make sure Missouri Election and Campaign Expenditures are 
Legal. 

Some National Political experts predict Richard Gephardt could be the 
final Democratic Nominee for the National Democratic Party and could 
be eventually the President of the United States and the Leader of 
the Free World. 

To that end the Missouri Ethics Commission has a responsibility to 
the people of Missouri and the world to make sure free open ands 
legal elections occur. 

Missouri Commission on Human Rights complaint # MCHR  #P-08/03-02185 
concerns two people arrested at Jackson Days in May of 2003 for

		<description>Claire recently married a St. Louis businessman, so it wouldn&#039;t be a surprise if she became more sympathetic St. Louis interests.  And she will probably end up in St. Louis County after her political career, just like most Missouri politicians no matter where they are from.</description>
