The idea of axing one-way streets within the Downtown Loop has been talked about for at least three or four years, and finally City Hall is following through. Conversion to two-way streets will begin in early 2004 in the Library District, the area surrounding the new Central Library at 10th and Main. The changes will make driving easier for both the growing number of downtown residents, as well as workers and visitors from the suburbs and out of town. Read more at the Star.

I don’t understand why they are only making small portions two-way. I think it would be confusing if they don’t convert an entire street at one time.
