City Manager Wayne Cauthen shocked entrenched City Hall staff yesterday by firing four department heads (aviation, housing, public works, human resources). Cauthen cited a need to improve delivery of basic services, and take better advantage of development opportunities around the airport.

Update - Cauthen Strikes Again!
Two days later, Cauthen announces that two private companies will be hired to oversee several public construction projects and improve the poor coordination and cooperation between city departments.
