The Missouri Supreme Court issued a mixed verdict on the state’s new law allowing concealed handguns. While ruling the law itself was constitutional, the court exempted Jackson County and a handfull of other counties that argued the law created an unfunded mandate for sheriffs that have to process the concealed weapons permits. Unfunded mandates are prohbited under the Hancock Amendment, making for at least a little irony since Hancock is a favorite law of the same anti-government conservatives that pushed concealed carry through the legislature.
