The financially precarious Clay County government owes the city of Kansas City over $3 million in TIF funds that is has been collecting from projects like Barry Towne, Shoal Creek Valley, and Chouteau Crossing. Appareantly the county has been spending the money on other projects, rather than passing it along to the city. TIF has been the lifeblood of retail development in the Northland, and now the city is threatening to hold all new TIF projects in the Clay County portion of the city until the county pays.
