Smoke free KC?

The Star reports that KC City Councilman Chuch Eddy is proposing a unique metro-wide ban on smoking in public places and most work places. Instead of one city adopting the ban, it’s being proposed in all cities around the region. In order to protect business interests, there are some unique “triggers” in the law that keep from going into force until most of the region approves it. For example, it wouldn’t go into effect in Kansas City until three of the four biggest suburbs (Overland Park, Independence, Lee’s Summit, Blue Springs) approve it. Similary, individual suburbs could only enforce the ban if their neighbors also join in. And it wouldn’t apply to casinos until all cities with casinos buy in.
