The Independence police are investigating their second big missing persons case this year, the recent disappearance of Summer Shipp. And there are already indications that the case was bungled early on, much like the case of Sam and Lindsey Porter. Those kids have been missing for six months, with their father in custody and refusing to talk. However The Star notes several problems in the beginning of the case - including IPD refusal to issue an Amber Alert and turning down offers of assistance and profilers from the FBI.
