Except for a few services like jails, and courts, the primary function of county government is collecting taxes and distributing the proceeds to the various cities, schools, libraries, etc. within the county. Here in Jackson County, Katheryn Shields’ administration has proven to be chronically incompetent at that task. The latest revelations that thousands of personal property tax records are assigned to the wrong schools districts is just one more hit for the region’s largest government jurisdiction. The problem is worst in areas near city borders, due to the sprawling and overlapping nature of city and school district boundaries.
