City could ban street performers

4th District City Council candidate Mark Forsythe notes on his blog a proposed ordinance that would potentially outlaw street performers. That’s not the stated intention of the proposal, but rather a possible consequence of an overly broad definition of panhandling that could outlaw performers who work for tips. The ordinance is sponsored by 2nd District Councilman John Fairfield, who is also running for mayor.
Many of the mayoral candidates are giving a lot of lip service buzzwords like progessive city, urban vitality, the Creative Class, etc. But clumsy proposals like this one show that they have a long way to go towards a real understanding of how to create that vibrant cityscape. I can’t think of a single desirable city without a thriving street artist scene. This latest idea seems very reminiscent of Chuck Eddy’s silly campaign to get rid of street vendors and hot dog carts.

I don’t like mimes and carnes. I’ll be glad when Raytown turns into a squatter camp after all the street performers flee KC. I’m glad people are finding innovative solutions to this pressing problem.
I’m all for keeping panhandlers out of these areas but not street performers.
Check out the definitions of Country CVlub Plaza and of South Loop in the ordinance. They both have two east boundaries and no west boundaries. Oops.
It would be a lot easier if they would narrow the language to banning the solicitation of down payments for a hamburger.
isn’t there some language out there that has been successfully tested in the courts? why do these guys have to reinvent the wheel (and end up breaking it) every time?
It seems like not only have most of our mayoral-types not ever been outside of the city of KC, they seem to be unaware that the other cities even exist. Street performers are part of what makes real urban cities vibrant. Why would we try to take away the vibrant street life that we’ve worked to get back over the past decade?
Aren`t politicians street performers? Would the universe then collapse?
The good news here is that no more will I have to ignore the firemen with their boots asking for donations every weekend. Screw them! Go back to Sugar Creek where you came from, fireman!
Also, no more of those annoying bell-ringers from the Salvation Army.
No more kids and their cheap-o carwashes.
I wonder if protesting at “Angry-Persons’ Park” (aka JC Nichols Fountain) can fall under this new rule…

Seriously though, the casual linking of musicians and bums in this ordinance is really insulting.
But even worse is this constant erosion of public-way rights to favor private developers. I mean, I know these b*tches own the buildings, but we (taxpayers) own the streets and sidewalks. You keep out whoever you like out of your buildings, but the sidewalk is mine.
Nice to know of such pressing problems a street performers. Looks like KC streets,sidewalks and run down rental housing stay off the city agenda after the council people have been 8 years in office they still don’t hear the people.

This is not a clean up effort. If the city truly wanted to ‘clean up’ the city streets than they would enforce EXISTING laws, not make new ones to protect affluent areas. Street performers are NOT panhandlers, they contribute to the vibrant downtown life that KCMO claims to want. i would suggest that Mar Man read the ordinance and get some facts. Much like the attack on hot dog carts, this ordinance seeks to protect the interests of private, well funded management groups, not KCMO as a whole.
