Columnist Steve Penn has an update on State Representative Mike Talboy’s legislation that would grant that the Mutual Musicians Foundation an exemption to Missouri’s 3:00 a.m. liquor law. The bill has been assigned to the St. Louis-dominated Local Government committee, and has not been scheduled for a hearing.
