Two parking spaces per employee?

The Federal government wants to build a new office building Downtown and move about 1600 employees from other offices in the metro area. There are two competing sites, one in the proposed East Village redevelopment in the east end of the Loop, and one along Berkley Park on the riverfront. The Feds prefer the East Village site, but are arguing with the city over the financial details.
Forget for the moment that the federal government wants tax subsidies from the city government and think about the parking garages that are the sticking point. The Feds want the city to pay for two garages with 3600 parking spaces. The new office building would house 1600 workers. That is two parking spaces for each employee! It is unbelievable just how bizarre KC’s parking fetish can be.

Doesn’t this number include parking for the Boley Federal Building as well? I’m pretty sure that is the case.

Doesn’t parking for a federal building also include parking for those that utilize the buildings services. Many offices in the federal building serve the public (eg. Social Security, Citizenship & Immigration) so these people would also need a place to park. Additionally, many of the offices provide official cars, so not only would they need spots for their employees but for their non-take home fleet as well.
In addition, perhaps the gov’t (for once) is actually thinking ahead to any additional parking they may need if they ever choose to expand the building.
