Blight abuse?

An unusual court case is accusing the suburb of Gladstone of abusing the ever-popular “blight” declaration in a failed redevelopment. Back in 2003 the city decided it wanted replace a crappy strip mall with something more upscale and New Urban, so it declared the thing blighted. However, the city never actually seized the land and five years later the bulldozers have yet to roll.
The strip mall owner is now suing the city for lost business, and the case is going to the Missouri Supreme Court.
