		<description>Are these things on, or is there some sort of grace period?    I can see the test block on Walnut from my window at work and I haven&#039;t seen anyone use it yet.   People are just pulling up, parking, and then going on inside without ever walking down to the pay station.  Parking Control seems to be skipping around this block the last several days too, I have seen them zip right on through and I haven&#039;t seen any tickets issued.    At the moment if you want free daytime parking in KC, this seems to be the place to find it.</description>

		<description>What&#039;s wrong with taking advantage of a meter that has time remaining?   It&#039;s time that has been paid for.   Besides, what do they expect people to do, drive by an empty spot showing green in order to hunt down a meter than has gone red?</description>
