West Edge is perfect example of flawed TIF policy

The Kansas City Post is back from summer break with a great summary of the West Edge, the gigantic half-finished project in the West Plaza. In short, the city is so eager to give out subsidies that they rarely do enough homework to see if the developer is actually able to finish what he starts.
