Cleaver off to an ethical start?

Congressman Emanuel Cleaver has admitted to paying consultanting fees to a journalist who was also covering the 5th District Congressional race. Eric Wesson of The Call worked for Cleaver while his was covering the campaign and criticizing the candidates opponents.
